Removing Screens/Frames from Portlights in head

Hi all, I’m trying to repair a trashed screen in the portlight over the the sink in the head. It appears to be a simple frame inside the portlight where a couple screws should free it and enable me to replace the damaged screen. BUT of course, the both screws are complete seized and one is difficult to access because of the placement. I’m hesitant to use an impact wrench as this might damage the relatively thin fiberglass where the portlight is.

Anyone have any insight on removing these frames? Am I doing something incorrectly? Is it really just a drill out and retap???

Sorry just saw your post…
Have you tried something to loosen it like PB Blaster and left it for a while to soak into the screw first then use a impact drill?
